Why government tries to imply AIS 140 in GPS Systems??

AIS 140 is a set of the standards published by ARAI, designed to build an intelligent fleet management system using GPS system specifically tailed to gain total control over public transports in India. It is believed that ITS would narrow all traffic-related crime issues using GPS systems.

The Government has taken cognizance of the unfortunate incident which took place in Delhi, December 2012. This amendment has aimed the GPS system technology to enhance the safety security for women in the country. This amendment aimed the GPS system technology to prevent the unwanted situations that often take place in society. Which is why the government took this decision to enhance the security for women in the country introducing GPS Systems in Vehicles.

Technological interventionof for safety purpose

On 2014 Government approved the rule of installing CCTV, panic button and the vehicle Fleet management system in the public transport vehicle across 32 cities all over India.

Under the National level Security and GPS system was to be set up as given, on principle approval by Ministry of Finance. The scheme was supposed to create some particular aspects about GPS systems-

    • 1. National backend data center.
      2. City command and control center in all 32 cities.
      3. The GPS system should contain a panic button and fleet management system in the public transport.
  • The scheme prioritizes the needs to have a certain standard for the GPS system as it would help in stepping up the development of fleet management system too and the implementation of the technological issues that influence our lives.

    The automotive Fleet management system standards began with BIS being assigned the work to satisfy the standard. DIMTS was assigned to design the guideline the specification of automobile GPS system. It was advised that the GPS system should be of industry grade, not in the consumer grade GPS system which is proliferating the market.

    Afterward, the GPS system was taken into consideration with all the facts that are needed so that the GPS System could meet AIS norms.

    What should be there in AIS 140 certified GPS Systems?

    According to the ARAI norms i.e. AIS 140 GPS system should meet all the following specification those are mentioned in the AIS 140 norms.

    • The GPS system is to be capable of obtaining real-time location information using (GNSS). The GPS system must include support for GAGAN, Indian satellite-based augmentation

    • The GPS system should support 4 digital, 2 analogs and 1 serial communication (RS232) for interfacing external systems or peripherals (e.g. an emergency/panic button – SOS buzzer).

    • The GPS system should have an internal battery that supports a minimum of 4 hours’ backup (considering location update frequency at 60 seconds).

    • The GPS system has to have the capability to transmit data to a minimum of 2 different IP addresses and one set of data (PVT data) to the first IP address for regulatory purpose. The second IP address of the GPS system is only for an emergency request system.

    • The GPS system should be able to transmit position, velocity and time (PVT) data to back-end control Room.

    • The GPS system should be enabled to transmit emergency events to second IP address reserved for emergency response system. Once pressed the button of the GPS system, the emergency/panic button should initiate an alarm to the configured IP address(s) as per standard.

    • Data transmission frequency from GPS system to be customized, a minimum of five seconds to a maximum of 10 minutes (while in power saver/sleep mode).

    • GPS system would be capable of operating with an embedded SIM (e-SIM). i.e. embedded in a GPS tracking device module.

    • The GPS system GPRS module should have a multi-slot GPRS with in-built quad-band GPRS module with a lifespan of at least 10 years and more than 1 million read or write cycles.

    • A GPS system would have an internal antenna, although not mandatory in the case of integrated GPS systems with vehicle or aftermarket OEM approved kits, and if fitment location prevents the internal antenna from functioning.

    • The GPS system needs to support ‘Over the Air’ (OTA) firmware and configuration updates.

    • The GPS system should be dust, temperature, vibration, water-splash resistant preferably IP65 rated.

    • In case there is no reception (GSM and GPRS), alerts are to be stored in the GPS system and as soon as the network becomes available the GPS system would be able to send the information on high priority to the configured addresses.

    • The GPS system needs to support (Assisted GPS) and should have a unique IMEI number.

    • The GPS system needs to have three-axis accelerometer and three-axis gyroscope for getting the alerts on harsh braking, harsh acceleration, and rash driving.

    • The GPS system must be developed to operate between 8VDC and 32VDC using vehicle battery input voltage ranging 12/24 volts.
